The Union Budget 2025 has allocated ₹600 crore to the National Quantum Mission (NQM). This allocation marks a significant increase from the ₹86 crore allocated last year, following a significant reduction from an initially proposed ₹427 crore.

The mission, initially approved by the Union Cabinet on April 19, 2023, has a total allocation of ₹6,003.65 crore over an eight-year period. Its goal is to advance India’s capabilities in emerging quantum technologies.

The NQM focuses on research in four metrics: quantum computing, quantum communication, quantum sensing and metrology, and quantum materials and devices.

India and Quantum

NQM aims to establish the country as a global leader in quantum technology amid international restrictions on its exports. Ajai Chowdhry, chairman of NQM, previously highlighted to AIM the reluctance of countries like the US to share quantum advancements, reinforcing India’s need for self-reliance.

Experts believe quantum technology will drive advancements in AI, drug discovery, and national security. Quantum readiness is particularly necessary for cybersecurity and cryptography, as quantum computers could eventually break existing encryption.

He also emphasised the role of startups, stating that some Indian firms are already commercially selling quantum products. While global collaborations remain challenging, India is exploring joint intellectual property development to accelerate progress.

In the past year, India also recently completed research on establishing Ladakh as a ground for quantum communication led by Urbasi Sinha and her team from Raman Research Institute.

Stressing the most important point in her interview with AIM, Sinha said when someone attempts to intercept a key in quantum, any interference introduces detectable changes, and the eavesdropper inevitably ends up leaving a trace. Hence, quantum always leaves a footprint.

Deep Tech Fund was Appreciated

In addition to the quantum mission, the government allocated ₹265 crore for the National Supercomputing Mission, an increase from last year’s ₹200 crore. Other allocations in this space include ₹100 crore for the National Geospatial Mission and ₹500 crore for a Centre of Excellence (CoE) in AI for education.

Experts welcomed the investment in AI and emerging technologies, especially the deep tech fund of funds (FoF) announced by finance minister Nirmala Sitharaman on Saturday.

Rahil Patel, chief growth officer at QNu Labs, said, “As a quantum-safe cybersecurity company, we recognise the vital role deep tech plays in national security, data protection, and technological sovereignty.”

“This initiative will provide essential financial support to startups in quantum computing, AI, and advanced semiconductors, promoting innovation and global competitiveness,” he added.

Somshubhro Pal Choudhury, partner at Bharat Innovation Fund, said, “The proposed establishment of a deep tech FoF represents a significant step toward reinforcing India’s leadership in transformative technologies like AI, cybersecurity, and advanced telecom. This initiative ensures that Indian entrepreneurs can focus on pioneering breakthrough solutions while having access to capital.”

With these allocations, the government aims to strengthen India’s position in quantum computing, AI, and emerging technologies, fostering innovation and global competitiveness.
